A History of the Virginia Association of School Business Officials (VASBO)In 1910, the National Association of School Accounting Officers, the forerunner of the Association of School Business Officials of the United States and Canada (ASBO), was founded for the purpose of "the standardization of fiscal, physical, and educational data of school systems for presentation in the form of public reports." Through the years, associations of school business officials were formed in states, provinces, regions, localities, and overseas and were joined in an international organization. National conventions were held annually by ASBO, and in 1931, the national convention was held in Richmond, Virginia. In April 1965, school business officials from Virginia traveled to Mobile, Alabama and attended the annual convention of one of the regional associations, the Southeastern Association of School Business Officials (SASBO), a coalition of business officials from ten southern states. At a breakfast meeting for eight representatives from Virginia, a decision was made to form the Virginia Association of School Business Officials. One of the school administrators was selected "chairman pro tem" and was charged with the responsibility for arrangements of an organizational meeting back in Virginia. The credentials of the "chairman pro tem" were impressive as follows: member of SASBO and ASBO since 1957, member of numerous SASBO and ASBO committees, attendance at every regional SASBO and national ASBO convention since 1958, and honorary member of the Maryland-District of Columbia Association of School Business Officials. After letters were exchanged with various officers of ASBO and members of the group of eight, the temporary chairman established and advertised an organizational meeting for June 4, 1965 in Richmond. At that meeting, the Virginia Association of School Business Officials was founded, and the temporary chairman was elected as the first president. After discussion, the consensus was that membership eligibility was to be restricted to "those persons engaged in business and finance services of the public schools and colleges and the State Department of Education. Until a constitution was adopted, interim annual dues were set at one dollar per member. A copy of the constitution and bylaws of the Maryland-District of Columbia Association of School Business Officials was distributed as an example, and the newly-elected officers and directors were appointed as a constitution and bylaws committee to report back at the next meeting that was to be held in October. A representative, who was from the Virginia Education Association (VEA), was asked to have the VEA arrange meeting times and facilities in conjunction with the annual convention of the VEA in October 1965. This request was agreed to by the VEA later. Also, a tentative decision was made to hold the first annual convention in Norfolk in April 1966. In September 1965, when he described the efforts to found VASBO, the first president summarized the purposes for the organization of an association of school business officials as follows: (1) the establishment and furtherance of the standards of ethics and efficiency in business and finance policies and practices; (2) the study, analysis, and dissemination of the most efficient policies and practices in all matters pertaining to school business administration; and (3) the development of awareness among school business officials of their opportunities for support of the educational objectives of the school system. When he reported on the usual composition of membership for such associations, he included the following eligible occupational areas of school administration: ... accounting, purchasing and warehousing, maintenance and operation of school plant, school cafeterias, school construction, office management, data processing, and administration of the classified or noninstructional personnel. The first president also indicated that VASBO was planned to be affiliated with both SASBO and ASBO. Members of VASBO met in October 1965 in conjunction with the convention of the VEA when time and space were supplied by the VEA for the meeting. The president of ASBO was presented as the main speaker, and after his speech, an honorary membership was conferred upon him by VASBO for his encouragement and support. At the business meeting, 53 persons were registered as in attendance, and 40 persons were reported as members. The members considered a draft of a constitution and bylaws which was amended to include institutional membership and several other modifications and adopted by a voice vote. The president then announced dates for the annual meetings of SASBO and ASBO and urged the attendance of members of VASBO. The president also announced plans for the first annual conference of VASBO which was to be held in Norfolk during the following April. In response, the members suggested sectional meetings at the conference in the following areas: (1) accounting, (2) maintenance, operation, and transportation, (3) purchasing, and (4) school food service. Election of officers was held with the following elected for 1965-66: President - Dr. W. E. Campbell; President Elect - Bayes E. Wilson; Secretary - W. Clement Jacobs; Treasurer - Dr. Byron B. Nelson; Directors - Kenneth Beachum, Henry M. Eubank, Alfred F. Fisher. The first annual conference for VASBO was held in Norfolk in April 1966. The past meetings of June and October 1965 were labeled in the conference program as pre-organizational and organizational meetings respectively. Sectional meetings were held as they were recommended during the previous October, and such diverse topics as data processing, quantity purchasing, central warehousing, school lunches, plant operation and maintenance, federal education programs, and climate-controlled schools were included. The practice of sectional meetings was continued at future conferences and was developed in the following four informal divisions of the organization: food service, finance and purchasing, transportation, custodial maintenance and construction. Two dollars for annual dues were included in the registration fees of the conference. At the business meeting of the conference, the president, Dr. W. E. Campbell, advised the membership that affiliation with ASBO was possible only after a period of two years. Future meetings that year of ASBO and SASBO were announced, and plans for members from Virginia to get together at such meetings were made. Sixty members of whom twenty were new members, were announced as registered for the conference. The constitution of VASBO was amended in several aspects, of which the most important was a change from two to three dollars in annual dues. The following organizational objectives were included in the revised constitution: (a) To promote establishment and observance of the highest possible standards of ethics, efficiency, and economy in all matters pertaining to school business administration; (b) To urge that the business and finance services of school systems be administered so as to assist in the development and furtherance of the educational program; (c) To work with other professional associations, colleges, and universities for further professionalization of school business officials; (d) To promote the study, analysis, and dissemination of the most efficient policies and practices related to administration of the business and finance services; (e) To cooperate with the Southeastern Association of School Business Officials and with the Association of School Business Officials of the United States and Canada in their efforts to improve school business administration. Three forms of membership were described as follows: 1. Membership in the Association shall consist of active, associate, and honorary members. Active membership shall consist of persons employed in the administration of the business and finance services of a school or school system, including such areas as finance and accounting, purchasing and warehousing, construction, maintenance, operation, transportation, food service, data processing, office management, school board clerk, and personnel management. Active membership shall also include personnel of colleges, universities, and the State Department of Education working in school business and finance service. Associate membership shall consist of former members of the Association who are no longer employed in school systems and such other persons as the Association may from time to time elect. 2. Each person eligible to become an active member and having paid the annual dues for the current year shall be entitled to all privileges of membership. Associate and honorary members shall be elected by a majority vote at any regular session of the annual meeting. Such members may attend meetings but may not vote or hold office. Election of officers was held with the following elected for 1966-67: President - W. Clement Jacobs; President Elect - Dr. Byron B. Nelson, Jr.; Secretary - E. R. Buffington; Treasurer - Bayes E. Wilson; Past President - Dr. W. E. Campbell; Directors - Kenneth Beachum, Henry Eubank, S. Barry Morris, Dr. James E. Rooks. In November 1966, greetings were extended by the new president- elect of SASBO, Dr. W. E.Campbell, who was the first and immediate past-president of VASBO. Also, a welcome was delivered at the same meeting by the State Superintendent of Public Instruction. The main topic of the program was Planning and Budgeting for School Systems. The Second Annual Conference was held in Fairfax County in April 1967, and the following conference subjects were included: school food service; pupil transportation; federal aid programs; accounting and data processing; school house planning and construction; purchasing, warehousing and inventorying; maintenance and operation of school plant; and student and local school activity accounting. At the business meeting of the conference, the members passed a resolution in which the affiliation with ASBO was requested and the support of SASBO was solicited. Also, total membership of VASBO of 110 and total conference registrants of 92 were announced. Election of officers was held with the following elected for 1967-68. President - Bayes E. Wilson; President Elect - E. R. Buffington; Secretary - L. S. Cashwell; Treasurer - Lloyd H. Prosse, Sr.; Past President - W. Clement Jacobs; Directors - S. Barry Morris, Dr. James E. Rooks, Mrs. Elizabeth L. Meister, D. C. Eley. (Mr. Eley died during his term and was replaced by James F. Ogburn.) Approximately 85 members and many guests were in Richmond for the annual meeting of the VEA and the meeting of VASBO in November 1967. Greetings were brought from SASBO by the president, who also was a member of VASBO and who urged the members of VASBO to join SASBO. The president of VASBO then reported receipt of the certificate of affiliation of VASBO with ASBO in the previous month. The Third Annual Spring Conference was held in Roanoke on May 2-4, 1968. Membership was reported at 126. Approximately 75 members heard greetings from the president-elect of the international ASBO and the president of SASBO. During the business meeting at the conference, one of the members of VASBO (Dr. W. E. Campbell), who was president of SASBO, was endorsed unanimously by VASBO for a directorship in ASBO. Election of officers was held with the following elected for 1968-69: President - E. R. Buffington; President Elect - L. S. Cashwell; Secretary - Lloyd H. Prosse, Sr.; Treasurer - Dr. Marvin C. Stuphin; Past President - Bayes E. Wilson; Directors - Elizabeth L. Meister, Joseph A. Tosti, Henry Crenshaw, James F. Ogburn. Incorporation was considered by VASBO. In June 1968, the executive committee of VASBO was reported to be studying the matter of incorporation of VASBO as a non-profit organization. At the membership meeting in November 1968, it was indicated that Dr. W. E. Campbell, member of VASBO, who was a candidate for director of ASBO, lost by eleven votes. Immediately, he was encouraged and endorsed by members of VASBO to run again if he wanted the endorsement. The Fourth Annual Spring Conference was held in Norfolk, in May 1969. Membership in VASBO was reported to total 142 members as of May 1969. Membership of Virginians in ASBO also was reported to total 34 members. Combination of the conference of VASBO and SASBO for the next spring and modification of the constitution of VASBO for the purpose of incorporation also were included in the resolutions. Election of officers was held with the following elected for 1969-70: President - L. S. Cashwell; President Elect - Dr. Marvin C. Stuphin; (Lloyd H. Prosse, Sr. resigned during 1969-70); Secretary - Richard L. Wingfield, Jr.; Treasurer - Howard L. Jones; Past President - E. R. Buffington, Jr.; Directors - Joseph A. Tosti, Henry W. Crenshaw, James F. Ogburn, Hallet Dudley. At the fall meeting in October 1969, VASBO was announced as incorporated as of August 6, 1969. The same purposes and membership eligibility policies were continued at incorporation. The initial registered address was Richmond. According to the conditions of incorporation, the duration of the association was "perpetual". The Fifth Annual Spring Conference was held in conjunction with SASBO in Norfolk in April 1970. Membership was reported to total 140 in VASBO, seven in SASBO, and 35 in ASBO. Later, in December 1970, membership of Virginians in ASBO was reported to total 32 of a national total of 2,554. Election of officers was held with the following elected for 1970-71: President - Dr. Marvin C. Stuphin; President Elect - Richard L. Wingfield, Jr.; Secretary - Dr. Rolland A. Bowers; Treasurer - John G. Schneider; Past President - L. S. Cashwell; Directors - James F. Ogburn, Hallet Dudley, Vernon M. Newman, Hardaway S. Abernathy In May 1971, an invitation was considered by the executive committee of VASBO to join other statewide administrator associations in Virginia in meeting to consider the feasibility of an all-inclusive "umbrella" organization of administrators. The invitation was reacted to favorably by the executive committee as follows: A motion was made, seconded, and carried that the officers of VASBO accept the invitation of the President of VASA, Virginia Association of School Administrators, the organization of superintendents, to attend a meeting on May 14 along with the officers from all other organizations in Virginia that are comprised of school administrators to explore the idea of an all inclusive organization of School Administrators. They were further directed to be favorably inclined' toward such an organizational arrangement." The Sixth Annual Spring Conference was held in Charlottesville in May 1971. The national president of ASBO delivered the keynote address . Paid membership in VASBO was reported at 79. Election of officers was held with the following elected for 1971-72. President - Richard L. Wingfield, Jr.; President Elect - Dr. Rolland A. Bowers; Secretary - John G. Schneider; Treasurer - Hardaway S. Abernathy; Past President - Dr. Marvin C. Stuphin; Directors - Vernon M. Newman, Robert B. Marriott, Paul D. Quintrell, Charles K. Saunders. The Seventh Annual Spring Conference was held in Williamsburg in May 1972. Mr. Jack Tummon from Canada and President of ASBO was the main speaker. Paid membership was reported at 127 for the 1971-72 school year. Election of officers was held with the following elected for 1972-73: President - Dr. Rolland A. Bowers; President Elect - John G. Schneider; Secretary - Dr. M. D. Pac; Treasurer - Joseph Ringers; Past President - Richard L. Wingfield, Jr.; Directors - Robert B. Marriott, Paul D. Quintrell, Mrs. Virginia Thomas, Nathan H. Young. Also, the progress of the new "umbrella" organization, the Virginia Association of School Executives (VASE), was reported as follows: "... all prospective members should have received a communication from the organization through their respective superintendents asking each administrator from assistant principal to superintendent to indicate their interest in such organization by submitting a $5.00 initial contribution to VASE. ...the first statewide meeting would be held in Richmond on Tuesday, August 8, 1972." At the Eighth Annual Conference held in Warrenton, in May 1973, one of the two representatives of VASBO to VASE reported that members in VASE totaled 120, that VASE was seeking an executive secretary, and that the American Association of School Administrators was making a "substantial" financial grant to assist VASE in organizational efforts. At the same meeting, the constitution of VASBO also was amended to correct a typographical error so that associate members would pay the same dues as active members. Quintrell; Past President - Dr. Rolland A. Bowers; Directors - Virginia P. Thomas, Nathan H. Young, Jr., John B. Evans, Joseph H. Swink. The Ninth Annual Conference was held in Richmond in May 1974. The keynote speaker was the president of ASBO. At the business session of the conference, the executive secretary of VASE delivered an update on activities of VASE. Election of officers was held with the following elected for 1974-75: President - Joseph Ringers; President Elect - Jerome F. Stern; Secretary - Paul D. Quintrell; Treasurer - Virginia P. Thomas; Past President - John G. Schneider; Directors - John B. Evans, Joseph H. Swink, Jules F. Jackson, Guy K. Yeatts. The Tenth Annual Conference was held in Arlington in May 1975. Paid membership was reported at 140 in VASBO, seven in SASBO, and 35 in ASBO. The first president of VASBO had remained active in the organization. Consequently, at the spring conference in May 1975, an announcement that he was appointed as the new State Superintendent of Public Instruction was of interest to the membership. Election of officers was held with the following elected for 1975-76: President - Jerome F. Stern; President Elect - Paul D. Quintrell; Secretary - Virginia P. Thomas; Treasurer - Dr. David Alexander; Past President - Joseph Ringers, Jr.; Directors - George L. D'Amelio, Jules F. Jackson, Dr. Frank J. Collesano, John W. Shughrue, Jr. Guy K. Yeatts had submitted his resignation and was replaced by George L. D'Amelio to serve the balance of his two-year term. The Eleventh Annual Spring Conference was held in Virginia Beach in May 1976. Paid membership was reported to total 130 in VASBO, 48 in SASBO, and 39 in ASBO. An amendment to the bylaws also was passed at the meeting to make all past-presidents of VASBO life members of VASBO. Members of VASBO who were at the meeting were urged to join ASBO and VASE. Election of officers was held with the following were elected for 1976-77: President - Paul D. Quintrell; President Elect - Virginia P. Thomas; Secretary - Dr. David Alexander; Treasurer - Nathan H. Young, Jr.; Past President - Jerome F. Stern; Directors - Dr. Frank J. Collesano, John W. Shughrue, Jr., James W. Crump, Mary H. Hutton. Fifty-two members of VASBO were reported as members of ASBO in August 1976. In November 1976, only twenty-eight members of VASBO belonged to ASBO, and members of VASBO were urged again to join ASBO. Also in November 1976, members of VASBO totaled 180, in which the following were included: 125 renewed, 36 new, eight honorary, and 11 life members. Also, in November 1976, members of VASBO, who also held membership in VASE, were requested to audit the financial books of VASE. In February 1977, consideration was given to holding a conference of VASBO in conjunction with the conference of VASE. Also, it was indicated that "VASE membership was staggering,' that membership in VASE only totaled 315, and that members in VASBO "should help" by enrolling membership in VASE. The Twelfth Annual Spring Conference was held May 25-27, 1977 in Harrisonburg. The president of ASBO participated in the conference. Paid membership was reported at 180 in VASBO and 28 in ASBO. Election of officers was held. The following were elected for 1977-78: President - Virginia P. Thomas; President Elect - Dr. David Alexander; Secretary - Nathan H. Young, Jr.; Treasurer - John W. Shughrue, Jr.; Past President - Paul D. Quintrell; Directors - Dr. Frank J. Collesano, James W. Crump, George F. Atwell, Mary K. Hutton. In September 1977, the affiliation of VASBO with VASE was considered by the executive committee, but was rejected because of the membership requirements of VASE. The problem was that membership eligibility in VASE was restricted to administrators and supervisors in Virginia who were required to hold certain educational qualifications, and this policy was in conflict with the unrestricted membership policies on educational credentials of VASBO in which any school personnel, who were involved in the business and support operations of schools, were eligible for enrollment. A statement of support for VASE, however, was proposed by the executive committee as a method of gaining affiliation. The fall meeting of VASBO was approved to be held in conjunction with the fall conference of VASE if no conflict were to exist with the annual meeting of ASBO. Also, in September 1977, the possibility of hosting the annual conference of SASBO in 1980 was discussed by the executive committee. At the executive committee meeting in March 1978, it was reported that SASBO had approved VASBO to be the host in 1980. The impending joint meeting of VASBO and SASBO was announced to the membership in May 1978. The Thirteenth Annual Spring Conference was held May 17-19, 1978 in Petersburg. Membership in VASBO was reported as follows: 219 paid, 12 life and 11 honorary members for a total of 242 members. At the same meeting, members of VASBO were urged again to join SASBO and ASBO. Election of officers was held. The following were elected for 1978-79: President - Dr. David Alexander; President Elect - Nathan H. Young, Jr.; Secretary - John W. Shughrue, Jr.; Treasurer - Dr. Frank J. Callesano (Dr. Callesano left the State of Virginia and resigned 1/1/79 - George F. Atwell was named treasurer); Past President - Virginia P. Thomas; Directors - Richard B. Miller, Joseph N. Black, Mary K. Hutton, A. Wayne Mahanes. The fall meeting of VASBO was held in conjunction with the fall conference of VASE in November 1978. At a meeting of the board of directors, it was indicated that 130 active and 13 honorary members held membership in VASBO. Of the 130 active members, new members totaled 10. Five more new members were added at the conference. Concern was expressed about the non-renewals of 116 members. At the same meeting, the joint conference of VASBO and SASBO was announced again tentatively for the spring of 1980 in Richmond. The Fourteenth Annual Spring Conference was held May 16-18, 1979 in Roanoke. Active paid membership in VASBO was reported to total 161, which included 30 new members. The keynote speaker at the conference was the vice-president of ASBO, who reported that membership in ASBO totaled at "a little more than 5,000 members". Election of officers was held with the following elected for 1979-80: President - Nathan H. Young, Jr.; President Elect - John W. Shughrue, Jr.; Secretary - George F. Atwell; Treasurer - Joseph N. Black; Past President - Dr. David Alexander; Directors - Colleen Dryden, F. Carroll Alexander, A. Wayne Mahanes, Mary H. Hutton. It was indicated in a membership report at a meeting of the Board of Directors in October 1979, that there were 21 new members, 90 renewed members, and 26 honorary and life members for a total of 137 members in VASBO. At the same meeting, the president of VASBO reported on a potential revitalization of VASE. The president also reported on discussions which were held with representatives of the Virginia Association of Elementary School Principals about the formation of an "umbrella" organization which was to be similar to VASE. Later, however, no action was taken on this all-inclusive group because of a lack of interest by associations of administrators in Virginia. At a business meeting in January 1980, however, the president of VASBO reported that "VASE was trying to restructure as a true umbrella organization and requested our assistance". The members of VASBO responded with a motion that "VASBO maintain a wait-and-see posture toward VASE". The Fifteenth Annual Spring Conference was held April 23-25, 1980 in Richmond. A report about an organizational successor to VASE was provided to the membership. The new organization was to include VASBO, the Virginia Association of School Personnel Administrators, and the Virginia Association of School Administrators. The purpose and objectives of the new group were as follows: This Association recognizes the common responsibility of leadership among school administrators in the State of Virginia as well as the need to coordinate the resources of all administrative groups in matters affecting the quality of education. The objectives of this association shall be: To establish and maintain effective communication and cooperation among all levels of administration holding membership in the Association. To provide a forum for the discussion of mutual educational concerns confronting the membership. To identify and clarify pertinent educational issues and formulate position statements on such issues. To promote legislation in the interest of the schools of the state and the educational profession. Membership eligibility was defined as follows: "All individuals who are dues paying members of organizations affiliated with this Association are automatically members." Dues were set at $2.00 per member and were payable on an annual basis from the affiliated organization. The members of VASBO authorized the discretion of the board of directors to join or not to join VASE upon receipt of further information. In July 1980, VASBO was joined to the new organization by order of the board of directors. Election of officers was held and the following were elected for 1980-81: President - John W. Shughrue, Jr.; President Elect - George F. Atwell; Secretary - Joseph N. Black; Treasurer - Colleen Dryden; Past President - Nathan H. Young, Jr.; Directors - F. Carroll Alexander, A. Wayne Mahanes, Charles R. Nicholson, John H. Ryder. The Sixteenth Annual Spring Conference was held May 13-15, 1981, in Fairfax at The Imperial 400. Clinic tables, workshops, and general sessions were held and enjoyed by those in attendance. Records showed 100 paid members, 14 life, nine honorary, and one associate member. Guest speakers included John Tritt, Director of Association of School Business Officials of U.S. and Canada and Dr. Terrell Bell, Secretary of Education.. Dues were increased to $5.00 at this meeting. Election of officers was held and the following were elected for 1981-82: President - George F. Atwell; President Elect - Joseph N. Black; Secretary - Colleen Dryden; Treasurer - F. Carroll Alexander; Past President - John W. Shughrue, Jr.; Directors - Charles R. Nicholson, John H. Ryder, Eugene T. Conners, James E. Ward. The Seventeenth Annual Spring Conference was held May 19-21, 1982, in Leesburg at the Quality Inn. Guest speakers included Vivian Watts, Dr. Vincent Reed, and Larry Brown, former Washington Redskins player. William C. Ware represented ASBO at this conference. Paid membership was reported at 145 in VASBO. Election of officers was held and the following were elected for 1982-83: President - Joseph N. Black; President Elect - Colleen Dryden; Secretary - F. Carroll Alexander; Treasurer - A. Wayne Mahanes; Past President - George F. Atwell; Directors - Eugene T. Connors, James E. Ward, Juanita Faunce, Bobby G. May,. The Eighteenth Annual Spring Conference was held May 18-20, 1983, in Richmond at the Hyatt House. Guest speakers included Dr. Xel Sant'Anna, President, VSBA, and Dr. William Bosher, Superintendent, Henrico County Schools. Mr. A. Chris Smith represented ASBO at this conference. Paid membership was reported at 128 in VASBO. Election of officers was held and the following were elected for 1983-84: President - Colleen Dryden; President Elect - F. Carroll Alexander; Secretary - A. Wayne Mahanes; Treasurer - John H. Ryder; Past President - Joseph N. Black; Directors - Juanita Faunce, Bobby G. May, Edith Williams, Richard Kelley. The Nineteenth Annual Spring Conference was held May 16-18, 1984, in Norfolk at the Omni. Guest speakers were Dr. Raymond E. Vernall, Superintendent, Poquoson City Schools; Dr. Mike Alford, Portsmouth Public Schools. Mr. S. Fred Hawkins, Kirkwood, Mo. represented ASBO at this conference. Paid membership was reported as follows: 138 in VASBO, 79 in ASBO. A dinner cruise aboard the "New Spirit" was attended by members and guests on Thursday evening. Election of officers was held and the following were elected for 1984-85: President - F. Carroll Alexander; President Elect, A. Wayne Mahanes; Secretary - John H. Ryder; Treasurer - James E. Ward; Past President - Colleen Dryden; Directors - Edith L. Williams, Richard L. Kelley, Olive A. George, Sanford B. Warner. The Twentieth Annual Spring Conference was held May 15-17, 1985, in Williamsburg at the Fort Magruder Conference Center. Guest speakers were Parke Rouse, Author/Columnist/ Historian, and Betty Greene, Assistant Superintendent of Business, Bowling Green Kentucky Schools. Mr. Richard Bauer, President, ASBO, was the international representative to this conference. Paid membership was reported at 159 in VASBO. In 1984-85 a certification program, VRSBO (Virginia Registered School Business Officials) and VRSBA (Virginia Registered School Business Administrators) was approved by the Board and general membership. Election of officers was held and the following were elected for 1985-86: President - A. Wayne Mahanes; President Elect - John H. Ryder; Secretary - James E. An Ad Hoc Committee was appointed at the 1989 fall meeting to make recommendations Concerning the billing of dues, the roles of the membership chairman and treasurer, the amount of dues, and the feasibility and/or desirability of employing a secretary for the organization. A recommendation was made to the Board of Directors that changes suggested would not be beneficial in all regards. Such changes would require amending the Association's Constitution and By-Laws. It was voted unanimously to approve the following by-laws revision that states that the Virginia Director for the Southeastern Association of School Business Officials shall be nominated by the VASBO Board, elected by the SASBO membership and shall serve as a member of the VASBO Board. The first resolution was presented to the family of Virginia Thomas, former VASBO President, and the second resolution to Bobby May in appreciation of vendor committee work. It was announced that six Virginia school divisions received certificates of excellence and two Virginia school officials had received ASBO meritorious awards. The thirty-sixth Annual Spring Conference was held on May 23-26, 2001 at the Norfolk Waterside Marriott, Norfolk, Virginia. A VASBO scholarship was presented to Laura Gowin of Appomattox High School who will be attending the University of Virginia in the fall. It was reported that there have been 45 VRSBA and 55 VRSBO and 2 honorary certificates awarded over the years. This year VRSBA certificates go to Kathy Kitchen, Chesterfield County; Jim Thorsen, Suffolk County and Leslie Peterson, Alexandria City. VRSBO certificates go to Robin Corson, Hanover County; Beverly Padgett, Bedford County and Janet Brown, Poquoson City. The following resolutions were presented to Steve Kanehl of Newport New City Schools for all the years in producing the newsletter and to Robert Aylor for his year as President. In addition, there was a general resolution of the spring conference thanking the hotel, presenter, board, and members for their participation. The thirty-seventh Annual Spring Conference was held on May 14-17, 2002 at the Hotel Roanoke and Conference Center in Roanoke, Virginia. There were 155 VASBO members present and 60 vendors members in attendance. A VASBO Scholarship was presented to Heather Mundy, daughter of member Ken Mundy. Heather plans to attend Virginia Tech in the fall. Edie Williams and Jim Ward presented the following members with certification recognition: RSBA Chris Dunlap, Maxwell Hutton, Jr., Cynthia Page, and Daniel Pendarfis; RSBO Robert Horwath, Susan Newton, and Brenda Cowan. Membership Chairman James Meyer announced that this year there is a total of 28 new members, six of whom were in attendance at this conference. A resolution, which had been approved by the Board at its meeting two days earlied, wea presented to the membership. This resolution expressed appreciation to the vendors, president and members of her management team, and Hotel Roanoke staff for their contributions to a successful conference. The 38th Annual meeting of the Virginia Association of School Business officials was held at the Renaissance Portsmouth Hotel in Portsmouth, VA May 14-16, 2003.
Paige Crew, daughter of Mike Crew of Salem City Schools won the $1,000 VASBO Scholarship. Paige will attend William and Mary and major in pre-med.

Resolutions were presented to Dr. Raymond Leonard and Mr. James Ward for their many years of service to VASBO. Ray has left Virginia and is working in North Carolina and Jim has retired from the VASBO Board after many years.

The 39th Annual Spring Conference of the Virginia Association of School Business Officials was held on May 19 21, 2004 at the Cavalier Hotel in Virginia Beach, Virginia. Zachary Frye from James Wood High School in Frederick County was awarded the $1,000 VASBO scholarship. Zachary is the son of Lisa Frye and will attend Virginia Tech in the fall.

Don Johnson presented a special remembrance in honor and memory of Colin L. Owen, Jr. for his distinguished career and participation with VASBO.

The Fortieth Annual Spring Conference was held May 25-27, 2005 in Norfolk at the Downtown Waterside Marriott Hotel. Fred Cabler of Chesapeake Public Schools presided. Speakers at the conference included Dr. W. Randolph Nichols, Dr. Alan Krasnoff, Dr. Dick Salmon, Dr. Alan Vaughan, Dr. Jan Garner, Richard Garrett, Robin Duvall, Todd Ball, Tom Rickman, Kristine Tedder, Gary Deshazer, Tim Boone, Karen Lux, William Flaherty, June Eanes, Lynn Venter, Janet Grubbs, Peggy Lee, Helen Phillips, and Alton Forbes. John Musso represented ASBO and Robert Aylor represented SASBO at the conference. During the conference, a resolution was presented honoring the service of the late Senator Hunter B. Andrews. Dues for the year were $25. Entertainment Thursday evening included dinner and a motivational speech by a noted speaker, Brad Montgomery.

The 41st Annual Spring VASBO Conference was held on May 17-19, 2006 at the Hotel Roanoke & Conference Center.
The 2005-06 year was marked by various highlights. The board of directors, in an effort to increase membership and interest in VASBO, granted to its members a holiday for payment of the membership fee. Also, the www.vasbo.org web site became fully operational. As a result, membership increased significantly; however, conference participation did not increase as significantly due to budget constraints rising from dramatic increases in fuel costs. The board of directors created a new $5,000 level for platinum sponsors in addition to the established levels of gold, silver and bronze. VASBO has remained financially solvent due to the increased participation of the vendor sponsors.
Elizabeth Clelland, daughter of Betty Clelland, and Mathew Jenkins, son of Steve Jenkins, each received a $1,500 VASBO scholarship.
